Recently, the government of Montenegro decided to stop granting Montenegro citizenship to wealthy foreign investors. The main reason for this decision is that the European Union, which Montenegro wants to join, does not approve the program. The citizenship program is expected to last until the end of the year, which means that now is the perfect time to apply.
Being a Balkan country, Montenegro is known for its beaches along Adriatic Coastline, magnificent mountains, and medieval villages. Along 293 kilometers of coastline, the country has more than 115 beaches, coastal churches, and national parks which are popular among tourists. At the moment, Montenegro is not part of the EU, however, it is located geographically in Europe and is striving to meet the EU requirements for accession, which is expected by 2025.
Limited to only 2,000 applications, Montenegro Citizenship by Investment Program, launched in 2019, offers one of the fastest routes to acquire alternative citizenship for investors and their families. The investment options start from €350,000 which makes the program the most affordable route to a European passport, providing its holder with visa-free access to 122 countries in 3 months.
Montenegro Citizenship by investment program grants the applicant and applicant’s family visa-free access to more than 122 countries including the European Union. The program allows dual citizenship and has one of the lowest personal income tax rates in the world 9-11%. The EU citizenship can be acquired also by the spouse, children, and dependents of the main applicant as well as physical residency is not required to obtain citizenship. In addition, E-2 Treaty, lets Montenegro citizens set up a business and live in the United States.
International investors are required to make a government contribution of €100,000 to a special fund for the advancement of underdeveloped areas, and to invest in government-approved real estate projects in the country to the minimum value of €250,000. Total capital requirements must equate to €350,000 when buying a property in an undeveloped region, and to €550,000 in a developed region of Montenegro.
1. Investment from €350,000
€100,000 – non-refundable contribution in the form of a government fund donation
€250,000 – real estate investment in an undeveloped region (northern and central regions of Montenegro, excluding Podgorica)
2. Investment from €550,000
€100,000 – non-refundable contribution in the form of a government fund donation
€450,000 – real estate investment in a developed region (South of Montenegro, capital of Podgorica and the coastal regions)
